Who can make you clear it depends on the city line
Georgetown is a city inside a county rather than a merged one, so the rulebook that reaches your property is not the same on both sides of the line. It catches people out.

City of Georgetown, KY, Code Enforcement, and the Scott County Fiscal Court’s own ordinances
Inside the city limits, it is the city. Georgetown Code Enforcement investigates tall grass and property maintenance. An officer issues a Notice of Violation or a Citation, and the owner is given a set amount of time either to put it right or to contest it: (502) 603-5844, 125 W Clinton Street.
Outside them, in unincorporated Scott County, it is the Fiscal Court’s ordinance, which covers weeds and high grass in residential areas and defines those by zoning district plus subdivisions with an approved plat. It is not a blanket rule over every acre in the county.
And one statewide rule sits over both. Under KRS 65.8840 a local government must give proper notice and a right to a hearing, but if it abates the nuisance itself it takes a lien against the property for the fines, charges, fees and abatement costs, and the owner is personally liable. The same statute is not enforced by a county government on premises in an unincorporated part of the county “assessed as agricultural land for tax purposes”, which around Georgetown is a great deal of ground.
